                                                                                                     INTRODUCTION.

Perhaps the accumulating piles of waste contained today upon the world’s metropolitan areas turn one day to be the largest sources of energy on the planet. Many under-developed countries consider garbage as a growing “problem" (that must be destined to burn away) this is a true mistake since according to serious studies developed in many countries around the world, the litter could be considered one of the most useful and productive elements of our times. It is said that the more garbage there is the more is  the capacity for production  and resources  generated through the recycling process,  such as  the re-utilizing of paper, known in the market as "post-consumer waste" or “waste for the production of paper fibers”, as well as the recycling of ferrous and non-ferrous metals, the recovering of glass for the production of  “borosilicate’s”, and also the re-making of the polymers in general in order to generate the common plastics, the polyurethane, the polyethylene, the polystyrene (Styrofoam) used in the production of a wide range of materials such as fabrics, synthetic tarpaulins, ropes, coats, toys and insulation goods, in addition to these important elements coming from the waste,  large amounts of methane gas could also be obtained as well as lead-metal for batteries manufacturing, plant fertilizers, heating element  for warming up homes in winter, rubber mosaics, coming from castoff tires which are used to cover many kinds of flooring, like gymnasiums, restaurant kitchens,  city sidewalks and an endless range  of first necessity products that could be derived from the industrialization of WASTE. But to make this a tangible reality a considerable infrastructure and mechanization of such materials are necessary as well as it requires a social awareness and the proper legislation to make it possible.

This “Mother Project Waste” will provide step by step the most sustainable way to turn the millions of tons of "junk” spread throughout the streets of Caracas and different capitals cities in the country into a true profit, capable to undertake all these proposed mothers projects, and allow us to emerge from the third world in a few years and let the global community know with factual pride that we no longer belong to an under-developed country. Now let’s fall into the matter.

When we refer to "Trash" we regularly denote to physical materials that are no longer gainful for the use of an individual and therefore is not reinstated into our daily routine, such as a paper bag, an old newspaper, some eggshells or a broken plastic cooler, however failure to represent a single use does not mean they do not pose a potential socioeconomic value. Imagine that all the papers we throw away every day in a single city are collected at the end of the month, and compressed (by machines) into heavy bales that could fill up an entire warehouse, can you imagine how much element would be there as a raw material for the remaking of new bags and newspapers? But if we burn them away we kill the resource that could have supplied us from the main feedstock  aimed to make again new bags or newspaper or any other paper product for a length of time, this is the way how the recycling works.
Having understood in a better way the utility of recycling we may now take it into different examples such as the fate of that   broken plastic cooler that at the end of the month was stacked in a huge warehouse along with thousands of other similar products in materials, (polymers) or plastics (coming originally from fossil elements,) these plastics may be cleaned up, disinfected and purged from metals and other materials and after a sorting process be crushed and melted again in order to produce solid granules of different plastic bundles intended for sale to industries for the re-making of goods  and items such as containers, buckets, cups, dishes, shower curtains, more plastic coolers and an endless array of products that would not exist if the main raw material (the original broken plastic cooler) had been burnt. That is why burning the garbage is not productive but against development.

It is said  that the only dispose fated to be burnt are those wastes coming from institutions or hospitals, resulting from human or animal remains accumulated as a result of a medical practice willed to extinct possible contaminations from viruses or biological agents that by  law must be discarded. There are also a range of toxic wastes whose handling and destruction must be manipulated with care considering the degree of their corrosive features, whether to be poisonous, reactive, explosive, flammable, biologically harmful, infectious, irritating or comprising  any other categories representing  hazard to human health, to  quality of life or a menace to our natural resources or ecological balance, there are also wastes in several physical states, containing significant amounts of substances that are non-degradable and may present danger to humans and to the health of living organisms when released into the natural environment.
Among the hazardous wastes to be avoided and which are regulated by the Stockholm Convention are the polychlorinated biphenyls (PCB), the dibenzo-p-dioxins (PCCD), the dibenzo-furans polychlorinated (PCDF), hexachlorobenzene (HCB) and the aforementioned biomedical wastes, which may include radioactive materials. However this mother plan defines as reusable waste those coming from domestic households and metropolitan trashes whose division are demarcated into defined production lines that are plastics, glasses, metals, papers and simple organic waste (as the egg shells) that would be converted into fertilizers  intended for agriculture.
The “Mother Project Waste” will provide for this industry's development six (6) important steps that after being achieved would complement the necessary foundation to begin converting our growing garbage into an everlasting source of wealth to provide for itself and for all these mother development plans for the nation.

These six (6) points will be the following:

1)  The creation of an official presidential commission and a legal group (appointed by the President) designed to study the costs and budgets granted by the state for the use of the beginning and successful completion of this project aimed to be turned into a self-financed industry with several manufacturing locations.
2) The creation, implementation and promotion of fresh laws to comply with the proper use of public waste.
3) A program and continuing education training broadcast through the media to achieve a strong social awareness and the classification's significance of  different types of waste.
4) Official bids. Decision of location and construction of plant for the gathering and transformation of city waste. Planning programs for: A) Metals, B) Papers C) Polymers, D) glasses, E) Fertilizers, F) Un-classified Materials. (Methane gas production and mineral oil recycling will be decided by the Elite group.
5) Direction and administration of these new categories of products Made in Venezuela.
6) Performance and production, sales and distribution. Use of capital towards the creation for future plants of the same kind.
Let's review  these six important points towards the consolidation of this new resource for our country.

The project starts with the creation of a recycling plant aimed to several lines of production.

It's not a dream is the factual reality to collect garbage and turn it into wealth.

Millions of dollars of ferric scrap converted into millions of dollars for the nation.

Al types of metal products coming from  junk dispose.

Canning production would be a big time business.

Recycling is an intelligent way to get benefits from used elements and giving them a new function.

Endless number of products coming from the waste.

Used tires are a great source of polymers to be recycled.

Different types of polymer elements for different types of products.

A single soda bottle is important in the recycling process.

There would be enough paper to supply the national demand and fulfill export outlooks.

There would be no lack of paper if this were recycled.

Glass is another cherished element in the world market to be reutilized.

Glass is turned into infinite elements and its recycling property is unlimited.
